If you have mouse acceleration on then your crosshair will move different distances based off of your swipe speed.
To test to see if you have acceleration, stand in a corner and place your crosshair on a specific part of a wall. Slowly move your mouse from one end of your mousepad (left) to the other (right). Mark where your crosshair ends up.
Re-align your crosshair to that same specific part of the wall again. Repeat the process, except swipe your mouse from left to right faster. Mark where your crosshair ends up.
If your crosshair ends up in the same place, then you do not have acceleration on.
If your crosshair ends up farther away from the marked spot, then you have positive acceleration.
If your crosshair doesn't do the full rotation to the marked spot, then you have negative acceleration.
If you have any acceleration, then your swipe speeds dictate the distance your crosshair will travel, and is therefore inconsistent. Try disabling it (enhanced pointer precision in windows)
If you have no acceleration, try practicing your aim some more. Try training_aim or other maps to help you adjust
